Russian President Dmitry Medvedev spoke at the St. Petersburg International Economic Forum on Friday. In his speech he said:
"I am [...] instructing the Government to draw up a new programme for supporting Russian students and specialists studying abroad in the world’s leading research universities. This programme will strengthen our ties with global science and with the global education and innovation communities."
Medvedev also addressed the issue of attracting specialtists from abroad: "In another area, we have simplified immigration rules for highly qualified foreign specialists. This decision has already been taken and I have already signed this law. These procedures will apply in particular to those taking part in big investment, scientific and high-technology projects."
